Eh, don't get carried away here. Nixon was blamed massively for Watergate. Hoover was blamed for a lackluster response to the Great Depression. Grant, Taft, Harding and Coolidge were widely panned during their presidencies and have been looked on badly from a historical standpoint, the former two resulting from a multitude of scandals, the latter two from their direct effect on the causes of the Great Depression.





If you're referring to more recent presidents, George H.W. Bush wasn't widely liked either. I'd say that you're right in terms of Clinton and Obama getting the fallout of the previous president during their administration and being blamed for it, but be careful about these sorts of generalizations.
